Google to Verify Identity of US Political Ad Buyers

Google said Friday in a blog post that it would do a better job of verifying the identity of political ad buyers in the U.S. by requiring a government-issued ID and other key information.

Google will also require ad buyers to disclose who is paying for the ad. Google executive Kent Walker repeated a pledge he made in November to create a library of such ads that will be searchable by anyone. The goal is to have this ready this summer.

Google’s blog post comes short of declaring support for the Honest Ads Act, a bill that would impose disclosure requirements on online ads, similar to what’s required for television and other media. Facebook and Twitter support that bill.

Google didn’t immediately provide details on how the ID verification would work for online ad buys.

At Tribeca Film Festival, Digital, Physical Worlds Mix

Bombs. Destruction. Chaos. This is what it’s like to be in Syria.

It’s a part of the world many will never visit, but a virtual reality experience called “Hero,” puts viewers on the ground there. 

“Hero” was part of the Immersive program at the recent Tribeca Film Festival in New York, where it won an award for its innovative approach to storytelling. More than 30 virtual reality and augmented reality projects were on display at the event.

Not a ‘lean back’ experience

Virtual reality fans say they love the technology for its ability to transport and immerse them in new worlds. More and more, these experiences are becoming physical and interactive, not just a “lean back” experience where the viewer watches passively.

For “Hero,” viewers don a high resolution headset by StarVR and an HP Z VR backpack, a wearable computer that allows for an untethered, free-roaming VR experience.

In real life, users are instructed to close their eyes as a guide leads them by the hand into a room constructed with surfaces and objects that correspond to what they’ll see as the film starts.

When a bomb drops out of the sky, it’s not only the noise that’s unsettling, but the grit and gravel that they suddenly feel against their skin. As the dust settles, a young child’s voice faintly calls out for help. Participants can find and rescue her.

“That moment when a person realizes they can actually step around, they can actually lean on a thing, they can reach out and touch a wall, they can grab a piece of rebar, it’s a powerful moment,” said Brooks Brown, global director of Starbreeze Studios, one of the key collaborators behind “Hero.”

For a few unnerving minutes during the search for the child, disbelief is suspended. The combination of realistic graphics and participants’ ability to physically navigate the terrain makes it feel as if real lives might be in danger.

Different impact

When it comes to war-torn Syria, “We’ve seen movies about it and documentaries, and yet none of them have this same kind of impact” as a VR experience, said Navid Khonsari, founder of iNK Stories, which created “Hero.”

“When you’re fully encompassed in it, when everything is stripped away and you’re actually in that experience, then only can you acknowledge what’s actually taking place for others,” Khonsari said.

For Mathias Chelebourg, a virtual reality director, live VR experiences represent “the birth of a new format.” Chelebourg is the director of the VR experience “Jack: Part One,” which was also part of the virtual reality lineup at Tribeca.

Viewers are in the movie

In the retelling of the children’s fairy tale Jack and the Beanstalk, viewers can pick up and move physical props and interact with live actors who are outfitted with motion capture markers. Cameras track the markers and movements are rendered simultaneously in virtual reality.

With a format that mixes reality and fantasy, it can take some getting used to, even for the actors.

“Some people don’t dare to move, to touch or just, respond,” said Maria McClurg, one of the actresses in Jack. “Some people give me a really hard time,” she added. “As a performer, it’s always interesting. And at the same time you’re like, ‘How am I going to get through this?’”

Data Firm at Center of Facebook Privacy Scandal Will Close

The data firm at the center of Facebook’s privacy scandal is declaring bankruptcy and shutting down.

In a statement, Cambridge Analytica says it has been “vilified” for actions it says are both legal and widely accepted as part of online advertising. The firm says the media furor stripped it of its customers and suppliers, forcing it to close.

Cambridge Analytica has been linked to Donald Trump’s 2016 presidential campaign. The British firm suspended CEO Alexander Tayler in April amid investigations. 

Cambridge Analytica sought information on Facebook to build psychological profiles on a large portion of the U.S. electorate. The company was able to amass the database quickly with the help of an app that appeared to be a personality test. The app collected data on tens of millions of people and their Facebook friends, even those who did not download the app themselves.

Facebook has since tightened its privacy restrictions. Cambridge has denied wrongdoing, and Trump’s campaign has said it didn’t use Cambridge’s data.

The firm has said it is committed to helping the U.K. investigation into Facebook and how it uses data. But U.K. Information Commissioner Elizabeth Denham said in March the firm failed to meet a deadline to produce the information requested.

Denham said the prime allegation against Cambridge Analytica is that it acquired personal data in an unauthorized way, adding that the data provisions act requires services like Facebook to have strong safeguards against misuse of data.

 

Facebook Taps Advisers for Audits on Bias and Civil Rights

Facebook has enlisted two outside advisers to examine how it treats underrepresented communities and whether it has a liberal bias.

Civil rights leader Laura Murphy will examine civil rights issues, along with law firm Relman, Dane & Colfax. Former Sen. Jon Kyl, an Arizona Republican, will examine concerns about a liberal bias on Facebook.

The moves come as Facebook deals with a privacy scandal related to access of tens of millions of users’ data by a consulting firm affiliated with President Donald Trump. CEO Mark Zuckerberg testified before Congress on the issue last month. Facebook also has faced criticisms over a deluge of fake news and Russian election interference.

The audits were reported earlier by Axios. Facebook says the feedback will help Facebook improve and serve users more effectively.

 

Tomorrow’s Jobs Require Impressing a Bot with Quick Thinking

When Andrew Chamberlain started in his job four years ago in the research group at jobs website Glassdoor.com, he worked in a programming language called Stata.

Then it was R. Then Python. Then PySpark.

“My dad was a commercial printer and did the same thing for 30 years. I have to continually stay on stuff,” said Chamberlain, who is now the chief economist for the site. Chamberlain already has one of the jobs of the future — a perpetually changing, shifting universe of work that requires employees to be critical thinkers and fast on their feet. Even those training for a specific field, from plumbing to aerospace engineering, need to be nimble enough to constantly learn new technologies and apply their skills on the fly.

When companies recruit new workers, particularly for entry-level jobs, they are not necessarily looking for knowledge of certain software. They are looking for what most consider soft skills: problem solving, effective communication and leadership. They also want candidates who show a willingness to keep learning new skills.

“The human being’s role in the workplace is less to do repetitive things all the time and more to do the non-repetitive tasks that bring new kinds of value,” said Anthony Carnevale, director of the Georgetown Center on Education and the Workforce in the United States.

So, while specializing in a STEM (science, technology, engineering and mathematics) field can seem like an easy path to a lucrative first job, employers are telling colleges: You are producing engineers, but they do not have the skills we need.

It is “algorithmic thinking” rather than the algorithm itself that is relevant, said Carnevale.

Finding gems

Out in the field, Marie Artim is looking for potential. As vice president of talent acquisition for car rental firm Enterprise Holdings Inc, she sets out to hire about 8,500 young people every year for a management training program, an enormous undertaking that has her searching college campuses across the country.

Artim started in the training program herself, 26 years ago, as did the Enterprise chief executive, and that is how she gets the attention of young adults and their parents who scoff at a future of renting cars.

According to Artim, the biggest deficit in the millennial generation is autonomous decision-making. They are used to being structured and “syllabused,” she said.

To get students ready, some colleges, and even high schools, are working on building critical thinking skills.

For three weeks in January at the private Westminster Schools in Atlanta, Georgia, students either get jobs or go on trips, which gives them a better sense of what they might do in the future.

At Texas State University in San Marcos, meanwhile, students can take a marketable-skills master class series.

Case studies

One key area zeroes in on case studies that companies are using increasingly to weed out prospects. This means being able to answer hypothetical questions based on a common scenario the employer faces, and showing leadership skills in those scenarios.

The career office at the university also focuses on interview skills. Today, that means teaching kids more than just writing an effective resume and showing up in smart clothes.

They have to learn how to perform best on video and phone interviews, and how to navigate gamification and artificial intelligence bots that many companies are now using in the recruiting process.

Norma Guerra Gaier, director of career services at Texas State, said her son just recently got a job and not until the final step did he even have a phone interview.

“He had to solve a couple of problems on a tech system, and was graded on that. He didn’t even interface with a human being,” Guerra Gaier said.

When companies hire at great volume, they try to balance the technology and face-to-face interactions, said Heidi Soltis-Berner, evolving workforce talent leader at financial services firm Deloitte.

Increasingly, Soltis-Berner does not know exactly what those new hires will be doing when they arrive, aside from what business division they will be serving.

“We build flexibility into that because we know each year there are new skills,” she said.

Facebook’s Zuckerberg Vows to ‘Keep Building’ in No-apology Address

With a smile that suggested the hard part of an “intense year” might be behind him, Facebook CEO Mark Zuckerberg addressed developers Tuesday and pledged the company would build its way out of its worst-ever privacy debacle.

It was a clear and deliberate turning point for a company that’s been hunkered down since mid-March. For first time in several weeks, Zuckerberg went before a public audience and didn’t apologize for the Cambridge Analytica scandal, in which a political data-mining firm accessed data from as many as 87 million Facebook accounts for the purpose of influencing elections. Or for a deluge of fake news and Russian election interference.

Instead, Zuckerberg sought to project a “we’re all in this together” mood that was markedly different from his demeanor during 10 hours of congressional testimony just a few weeks ago. His presentation also marked a major change for the company, which seems relieved to be largely done with the damage control that has preoccupied it for the past six weeks.

On Tuesday, speaking in San Jose at the F8 gathering of software developers, Zuckerberg said to cheers that the company was reopening app reviews, the process that gets new and updated apps on its services, which Facebook had shut down in late March as a result of the privacy scandal.

Investing in security

Zuckerberg then vowed to “keep building,” and reiterated that Facebook was investing a lot in security and in strengthening its systems so they can’t be exploited to meddle with elections, including the U.S. midterms later this year. The company had previously announced almost all of those measures.

“The hardest decision I made wasn’t to invest in safety and security,” Zuckerberg said. “The hard part was figuring out how to move forward on everything else we need to do, too.”

He also unveiled a new feature that gives users the ability to clear their browsing history from the platform, much the same way people can do in web browsers. Then Zuckerberg returned to techno-enthusiasm mode.

Facebook executives trotted out fun features, most notably a new dating service aimed at building “meaningful, long-term relationships,” in a swipe at sites like Tinder. After Facebook announced its entry into the online dating game, shares of Tinder owner Match Group Inc. plummeted 22 percent.

Poking fun at himself, Zuckerberg unveiled a “Watch Party” feature that gives users the ability to watch video together — such as, he suggested, “your friend testifying before Congress.” Up flashed video of Zuckerberg’s own turn on Capitol Hill.

“Let’s not do that again soon,” he said.

Zuckerberg got big cheers when he announced that the thousands of people in attendance would get Facebook’s latest virtual reality headset — the portable $199 Oculus Go — for free. “Thank you!” he yelled.

Salute to WhatsApp CEO

Zuckerberg also went out of his way to thank Jan Koum, the co-founder and CEO of messaging platform WhatsApp, who announced his departure Tuesday. Facebook paid $19.3 billion for WhatsApp in 2014.

Despite reports that Koum left over concerns about how the company handles private data, Zuckerberg described him warmly as “a tireless advocate for privacy and encryption.”

Some analysts said Zuckerberg’s performance bolstered his chances of navigating the company out of its privacy scandal and overcoming concerns that it can’t handle its fake-news and election problems.

By leading off with Facebook’s security and privacy responsibilities, then continuing to extend Facebook’s ambitions to connect people in new ways, Zuckerberg successfully “walked the tightrope,” said Geoff Blaber, vice president of research and market analysis firm CCS Insight.

“F8 felt like the first time Facebook has been on the front foot since the Cambridge Analytica scandal broke,” Blaber said.

Dan Goldstein, president of digital marketing agency Page 1 Solutions, said the company “is getting the message” about privacy.

“Time will tell, but this may help Facebook overcome the shadow of the Cambridge Analytica scandal,” he said. 

Facebook to Offer Dating Service

Facebook will offer its first dating service, Chief Executive Mark Zuckerberg said on Tuesday, signaling the entry of the world’s largest social network into a growing market that sent shares of established dating site operators tumbling.

Zuckerberg told software developers at Facebook’s annual F8 conference that a dating service would be a natural fit for a company that specializes in connecting people online.

“There are 200 million people on Facebook that list themselves as single, so clearly there’s something to do here,”

Zuckerberg said.

Facebook users have been able reveal on the network whether they are single or in a relationship since it first went live in February 2004.

Zuckerberg said Facebook was building the dating service with an emphasis on privacy, a sensitive subject for people who use online dating and for Facebook as the company reels from a scandal over its handling of personal information.

A dating service could increase the time people spend on Facebook and be a “big problem” for competitors such as Match Group, said James Cordwell, an analyst at Atlantic Equities. Match, the owner of popular mobile dating app Tinder and OkCupid, calls itself the “global leader in dating” on its website.

“But the initial functionality looks relatively basic compared to those offered by Match’s services, so the impact Facebook has on the dating space will be down to how well it executes in this area,” Cordwell said.

Match Group shares fell more than 23 percent on the news of Facebook’s service. IAC, Match Group’s parent company, dropped more than 15 percent. Sparks Networks, owner of JDate and ChristianMingle, fell 7.3 percent.

A prototype displayed on screens at the F8 conference showed a heart shape at the top-right corner of the Facebook app.

Pressing on it will take people to their dating profile if they have set one up.

The prototype was built around local, in-person events, allowing people to browse other attendees and send them messages.

It did not appear to have a feature to “swipe” left or right on potential matches to signal interest, as Tinder and other established services have.

Dating service optional

The feature will be for finding long-term relationships, “not just hook-ups,” Zuckerberg said. It will be optional and will launch soon, he added, without giving a specific day.

Facebook Chief Product Officer Chris Cox said in a separate presentation that the company would share more over the next few months.

Cox said he had been thinking about a dating feature on Facebook since 2005, when he joined the company about a year after its founding.

The company began seriously considering adding a dating service in 2016, when Zuckerberg posted on his Facebook page a photo of a couple who had met on the network, Cox said.

Thousands of people responded to Zuckerberg’s post with similar stories about meeting partners on Facebook, Cox said.

“That’s what got the gears turning,” he said.

People will be able to start a conversation with a potential match by commenting on one of their photos, but for safety reasons that Cox did not specify, the conversations will be text-only, he said.

Facebook executives were quick to highlight other features for safety and privacy, noting that dating activity would not show up in Facebook’s centerpiece News Feed.

Concerns about privacy on Facebook have grown since the social network’s admission in March that the data of millions of users was wrongly harvested by political consultancy Cambridge Analytica.

A dating service “represents a potentially challenging situation if Facebook can’t fulfill its promise to offer dating services in a privacy-protected and safe way,” said Debra Aho Williamson, an analyst at eMarketer.

However, “I’m sure it will make good use of the data Facebook has been able to collect about its users,” she added.

‘Clear history’

Zuckerberg also said on Tuesday that Facebook was building a new privacy control called “clear history” to allow users to delete browsing history, similar to the option of clearing cookies in a browser.

Offshore Wind Power Firms See Taiwan as a Battleground to Expand in Asia

Taiwan is becoming the next battleground for the world’s top offshore wind developers as they seek a foothold in Asia for a technology that has been expanding fast in Europe.

Taiwan announced results Monday of its first major offshore wind farm auction that aims to add 3.8 gigawatts (GW) of capacity to its existing network of just 8 megawatts (MW).

The island’s offshore wind market is expected to expand to 5.5 GW by 2025, and the government aims to invest $23 billion on onshore and offshore wind projects by 2025, law firm Jones Day says.

Taiwan is making a big push to attract investments in renewable technology as it phases out nuclear power by 2025, after the 2011 Fukushima disaster in Japan highlighted the risks of using nuclear energy in a region prone to earthquakes.

For developers in Europe, where expanding offshore wind projects particularly in the North Sea has driven down costs, Taiwan is seen as a route into Asian markets, such as Japan and South Korea, where the technology is still barely used.

Denmark’s Orsted and Germany’s wpd were Monday’s biggest winners, securing contracts to install 900 MW and 1 GW of capacity, respectively.

“We see Taiwan as a stepping stone into Asia-Pacific,” said Matthias Bausenwein, the regional general manager for Orsted, the world’s largest owner of offshore wind power sites that was previously known as DONG Energy.

Taiwan’s auction drew bids from the world’s biggest international players, attracted by the island’s strong winds, a stable regulatory framework and the offer of 20-year power purchase agreements with a feed-in-tariff above European benchmarks.

“We have aggressive targets in Taiwan and, with things going on in China, South Korea and other markets, that amounts to it becoming the fastest-growing region globally,” said Bausenwein.

Falling costs

Offshore wind power is costlier than onshore projects or solar power, and still only accounts for about 3.5 percent of global wind energy capacity.

But Europe has been leading the way in using the technology, adding 3 GW last year and taking total offshore capacity to 19 GW, according to the Global Wind Energy Council.

Costs have plunged as a result. In last week’s auction in Germany, the world’s second-biggest offshore wind power market, some bids offered capacity with no subsidies. In Britain, the world’s biggest market, the cost of wind power fell below new nuclear generation for the first time last year.

This has been encouraged by an expanding regional grid, greater ability to manage variable wind power supplies and the growing scale of turbines, expected to have capacity of 10 to 15 MW each in two or three years, roughly twice as powerful as today.

Taiwan is not considering firms from China, the world’s third-biggest offshore market and which claims Taiwan as Chinese territory. Chung-Hsien Chen, director of the energy technology division at Taiwan’s Bureau of Energy, said Chinese bids were excluded “due to concerns of national security.”

Alongside Orsted and wpd, other bidders included Copenhagen Infrastructure Partners, Canada’s Northland Power, Yushan Energy, a subsidiary of Singapore based Enterprize Energy and Taiwanese firms China Steel Cooperation and Taipower.

After awarding 3.8 GW capacity Monday, a further 2 GW will be allocated through a competitive price tender this summer. Monday’s auction had included an assessment of factors such as the amount of local content included.

European firms want local suppliers to avoid the cost of shipping bulky equipment used in the turbines from Europe.

“The requirements for local content are increasing step by step,” said Andreas Nauen, offshore chief executive for Siemens Gamesa, adding some European equipment would initially be used.

Siemens Gamesa is working to develop the Port of Taichung as a regional hub and has signed non-binding agreements with some local partners that could provide gear locally.

MHI Vestas, a venture between Japan’s Mitsubishi Heavy Industries and Danish turbine maker Vestas, is also considering developing local manufacturing.

“We want to produce locally because we want to be competitive,” the joint venture’s chief executive, Philippe Kavafyan, told Reuters.

Head of WhatsApp to Leave Company

The head of popular messaging service WhatsApp is planning to leave the company because of a reported disagreement over how parent company Facebook is using customers’ personal data. 

WhatsApp billionaire chief executive Jan Koum wrote in a Facebook post Monday, “It’s been almost a decade since (co-founder) Brian (Acton) and I started WhatsApp, and it’s been an amazing journey with some of the best people. But it is time for me to move on,” he said.

Koum did not give a date for his departure.

The Washington Post reported Monday that Koum is stepping down because of disagreements over Facebook’s attempts to use the personal data of WhatsApp customers, as well as efforts to weaken the app’s encryption. 

Action left the company last fall and since then has become a vocal critic of Facebook, recently endorsing a #DeleteFacebook social media campaign.

The Post, citing people familiar with internal WhatsApp discussions, said Koum was worn down by the differences in approach to privacy and security between WhatsApp and Facebook.

When WhatsApp agreed to the company’s sale to Facebook in 2014 for $19 billion, it said WhatsApp would remain an independent service and would not share its data with Facebook. 

However, 18 months later, Facebook pushed WhatsApp to change its terms of service to give the social network access to the personal data of WhatsApp users. 

WhatsApp is the largest messaging service in the world with 1.5 billion monthly users. However, Facebook has been struggling to find ways to make enough money from the app to prove its investment was worth the cost. 

Facebook has faced intense criticism since March when news broke that the personal data of millions of Facebook users had been harvested without their knowledge by Cambridge Analytica, a British voter profiling company that U.S. President Donald Trump’s campaign hired to target likely supporters in 2016.

Facebook chief executive Mark Zuckerberg testified before Congress earlier this month and apologized for inadequately protecting the data of millions of social media platform users. 

Facebook also recently announced it would allow all its users to shut off third-party access to their apps and said it would set up “firewalls” to ensure users’ data was not unwittingly transmitted by others in their social network.

Some members of Congress said Facebook’s actions to rectify the situation did not go far enough and have called for greater regulation of the internet and social media.

Paper Plane Protesters Urge Russia to Unblock Telegram App

Thousands of people marched through Moscow, throwing paper planes and calling for authorities to unblock the popular Telegram instant messaging app on Monday.

Protesters chanted slogans against President Vladimir Putin as they launched the planes – a reference to the app’s logo.

“Putin’s regime has declared war on the internet, has declared war on free society… so we have to be here in support of Telegram,” one protester told Reuters.

Russia began blocking Telegram on April 16 after the app refused to comply with a court order to grant state security services access to its users’ encrypted messages.

Russia’s FSB Federal Security service has said it needs access to some of those messages for its work, that includes guarding against militant attacks.

In the process of blocking the app, state watchdog Roskomnadzor also cut off access to a slew of other websites.

Telegram’s founder, Russian entrepreneur Pavel Durov, called for “digital resistance” in response to the decision and promised to fund anyone developing proxies and VPNs to dodge the block.

More than 12,000 people joined the march on Monday, said White Counter, a volunteer group that counts people at protests.

“Thousands of young and progressive people are currently protesting in Moscow in defense of internet freedom,” Telegram’s Durov wrote on his social media page.

“This is unprecedented. I am proud to have been born in the same country as you. Your energy changes the world,” Durov wrote.

Telegram has more than 200 million global users and is ranked as the world’s ninth most popular mobile messaging service.

Iran’s judiciary has also banned the app to protect national security, Iranian state TV reported on Monday.

Iran’s judiciary has banned the popular Telegram instant messaging app to protect national security, Iran’s state TV reported Monday.

“Considering various complaints against Telegram social networking app by Iranian citizens, and based on the demand of security organizations for confronting the illegal activities of Telegram, the judiciary has banned its usage in Iran,” TV reported.

The order was issued days after Iran banned government bodies from using Telegram, which is widely used by Iranian state media, politicians, companies and ordinary Iranians.

A widespread government internet filter prevents Iranians from accessing many sites on the official grounds that they are offensive or criminal.

But many Iranians evade the filter through use of VPN software, which provides encrypted links directly to private networks based abroad, and can allow a computer to behave as if it is based in another country.

“The blocking of Telegram app should be in a way to prevent users from accessing it with VPN or any other software,” Fars said. The app had over 40 million users in Iran.

ISS to Get a New Commander and AI Assistant

While Gerst and other members of his team are undergoing rigorous training in NASA’s Johnson Space Center in Houston, Airbus engineers are preparing the first personal assistant to fly to the space. EU Piles Pressure on Social Media Over Fake News

Tech giants such as Facebook and Google must step up efforts to tackle the spread of fake news online in the next few months or potentially face further EU regulation, as concerns mount over election interference.

The European Commission said on Thursday it would draw up a Code of Practice on Disinformation for the 28-nation EU by July with measures to prevent the spread of fake news such as increasing scrutiny of advertisement placements.

EU policymakers are particularly worried that the spread of fake news could interfere with European elections next year, after Facebook disclosed that Russia tried to influence U.S. voters through the social network in the run-up to the 2016 U.S. election. Moscow denies such claims.

“These [online] platforms have so far failed to act proportionately, falling short of the challenge posed by disinformation and the manipulative use of platforms’ infrastructure,” the Commission wrote in its strategy for tackling fake news published on Thursday.

“The Commission calls upon platforms to decisively step up their efforts to tackle online disinformation.”

Advertisers and online platforms should produce “measurable effects” on the code of practice by October, failing which the Commission could propose further actions, including regulation “targeted at a few platforms.”

Companies will have to work harder to close fake accounts, take steps to reduce revenues for purveyors of disinformation and limit targeting options for political adverts.

The Commission, the EU’s executive, will also support the creation of an independent European network of fact-checkers and launch an online platform on disinformation.

Tech industry association CCIA said the October deadline for progress appeared rushed.

“The tech industry takes the spread of disinformation online very seriously…when drafting the Code of Practice, it is important to recognize that there is no one-size-fits-all solution to address this issue given the diversity of affected services,” said Maud Sacquet, CCIA Europe Senior Policy Manager.

Weaponizing fake news

The revelations that political consultancy Cambridge Analytica – which worked on U.S. President Donald Trump’s campaign – improperly accessed the data of up to 87 million Facebook users has further rocked public trust in social media.

“There are serious doubts about whether platforms are sufficiently protecting their users against unauthorized use of their personal data by third parties, as exemplified by the recent Facebook/Cambridge Analytica revelations,” the Commission wrote.

Facebook has stepped up fact-checking in its fight against fake news and is trying to make it uneconomical for people to post such content by lowering its ranking and making it less visible. The world’s largest social network is also working on giving its users more context and background about the content they read on the platform.

“The weaponization of online fake news and disinformation poses a serious security threat to our societies,” said Julian King, EU Commissioner for security. “The subversion of trusted channels to peddle pernicious and divisive content requires a clear-eyed response based on increased transparency, traceability and accountability.”

Campaign group European Digital Rights warned that the Commission ought not to rush into taking binding measures over fake news which could have an effect on the freedom of speech.

King rejected any suggestion that the proposal would lead to censorship or a crackdown on satire or partisan news.

“It’s a million miles away from censorship,” King told a news conference. “It’s not targeting partisan journalism, freedom of speech, freedom to disagree, freedom to be, in some cases, a bit disagreeable.”

Commission Vice-President Andrus Ansip said there had been some debate internally over whether to explicitly mention Russia in the fake news strategy.

“Some people say that we don’t want to name just one name. And other people say that ‘add some other countries also and then we will put them all on our list’, but unfortunately nobody is able to name those others,” the former Estonian prime minister said.

Facebook’s Rise in Profits, Users Shows Resilience 

Facebook Inc. shares rose Wednesday after the social network reported a surprisingly strong 63 percent rise in profit and an increase in users, with no sign that business was hurt by a scandal over the mishandling of personal data.

After easily beating Wall Street expectations, shares traded up 7.1 percent after the bell at $171, paring a month-long decline that began with Facebook’s disclosure in March that consultancy Cambridge Analytica had harvested data belonging to millions of users.

The Cambridge Analytica scandal, affecting up to 87 million users and prompting several apologies from Chief Executive Mark Zuckerberg, generated calls for regulation and for users to leave the social network, but there was no indication advertisers immediately changed their spending.

“Everybody keeps talking about how bad things are for Facebook, but this earnings report to me is very positive, and reiterates that Facebook is fine, and they’ll get through this,” said Daniel Morgan, senior portfolio manager at Synovus Trust Company. His firm holds about 73,000 shares in Facebook.

Facebook’s quarterly profit beat analysts’ estimates, as a 49 percent jump in quarterly revenue outpaced a 39 percent rise in expenses from a year earlier. The mobile ad business grew on a push to add more video content.

Facebook said monthly active users in the first quarter rose to 2.2 billion, up 13 percent from a year earlier and matching expectations, according to Thomson Reuters.

The company reversed last quarter’s decline in the number of daily active users in the United States and Canada, saying it had 185 million users there, up from 184 million in the fourth quarter.

Resilient business model

The results are a bright spot for the world’s largest social network amid months of negative headlines about the company’s handling of personal information, its role in elections and its fueling of violence in developing countries.

Facebook, which generates revenue primarily by selling advertising personalized to its users, has demonstrated for several quarters how resilient its business model can be as long as users keep coming back to scroll through its News Feed and watch its videos.

It is spending to ensure users are not scared away by scandals. Chief Financial Officer David Wehner told analysts on a call that expenses this year would grow between 50 percent and 60 percent, up from a prior range of 45 percent to 60 percent.

Spending on security

Much of Facebook’s ramp-up in spending is for safety and security, Wehner said. The category includes efforts to root out fake accounts, scrub hate speech and take down violent videos.

Facebook said it ended the first quarter with 27,742 employees, up 48 percent from a year earlier.

“So long as profits continue to grow at a rapid rate, investors will accept that higher spending to ensure privacy is warranted,” Wedbush Securities analyst Michael Pachter said.

It has been nearly two years since Facebook shares rose 7 percent or more during a trading day. They rose 7.2 percent on April 28, 2016, the day after another first-quarter earnings report.

Net income attributable to Facebook shareholders rose in the first quarter to $4.99 billion, or $1.69 per share, from $3.06 billion, or $1.04 per share, a year earlier.

Analysts on average were expecting a profit of $1.35 per share, according to Thomson Reuters.

Total revenue was $11.97 billion, above the analyst estimate of $11.41 billion.

Some details secret

The company declined to provide some details sought by analysts. It has not shared the revenue generated by Instagram, the photo-sharing app it owns, and it declined to provide details about time spent on Facebook. Facebook also owns the popular smartphone apps Messenger and WhatsApp.

Tighter regulation could make Facebook’s ads less lucrative by reducing the kinds of data it can use to personalize and target ads to users, although Facebook’s size means it could also be well positioned to cope with regulations.

Facebook and Alphabet Inc’s Google together dominate the internet ad business worldwide. Facebook is expected to take 18 percent of global digital ad revenue this year, compared with Google’s 31 percent, according to research firm eMarketer.

The company said it was increasing the amount of money authorized to repurchase shares by an additional $9 billion. It had initially authorized repurchases up to $6 billion.

YouTube Overhauls Kids’ App

YouTube is overhauling its kid-focused video app to give parents the option of letting humans, not computer algorithms, select what shows their children can watch.

The updates that begin rolling out April 26, 2018, are a response to complaints that the YouTube Kids app has repeatedly failed to filter out disturbing content.

Google-owned YouTube launched the toddler-oriented app in 2015. It has described it as a “safer” experience than the regular YouTube video-sharing service for finding “Peppa Pig” episodes or watching user-generated videos of people unboxing toys, teaching guitar lessons or experimenting with science.

Failure of screening system

In order to meet U.S. child privacy rules, Google says it bans kids under 13 from using its core video service. But its official terms of agreement are largely ignored by tens of millions of children and their families who don’t bother downloading the under-13 app.

Both the grown-up video service and the YouTube Kids app have been criticized by child advocates for their commercialism and for the failures of a screening system that relies on artificial intelligence. The app is engineered to automatically exclude content that’s not appropriate for kids, and recommend videos based on what children have watched before. That hasn’t always worked to parents’ liking — especially when videos with profanity, violence or sexual themes slip through the filters. 

Updates give parents option

The updates allow parents to switch off the automated system and choose a contained selection of children’s programming such as Sesame Street and PBS Kids. But the automated system remains the default.  

“For parents who like the current version of YouTube Kids and want a wider selection of content, it’s still available,” said James Beser, the app’s product director, in a blog post Wednesday. “While no system is perfect, we continue to fine-tune, rigorously test and improve our filters for this more-open version of our app.”

Beser also encouraged parents to block videos and flag them for review if they don’t think they should be on the app. But the practice of addressing problem videos after children have already been exposed to them has bothered child advocates who want the more controlled option to be the default. 

Cleaner, safer kids’ app

“Anything that gives parents the ability to select programming that has been vetted in some fashion by people is an improvement, but I also think not every parent is going to do this,” said Josh Golin, director of the Boston-based Campaign for a Commercial-Free Childhood. “Giving parents more control doesn’t absolve YouTube of the responsibility of keeping the bad content out of YouTube Kids.”

He said Google should aim to build an even cleaner and safer kids’ app, then pull all the kid-oriented content off the regular YouTube — where most kids are going — and onto that app. 

Golin’s group recently asked the Federal Trade Commission to investigate whether YouTube’s data collection and advertising practices violate federal child privacy rules. He said advocates plan to meet with FTC officials next week.

Beijing Auto Show Highlights E-cars Designed for China

Volkswagen and Nissan have unveiled electric cars designed for China at a Beijing auto show that highlights the growing importance of Chinese buyers for a technology seen as a key part of the global industry’s future. 

General Motors displayed five all-electric models Wednesday including a concept Buick SUV it says can go 600 kilometers (375 miles) on one charge. Ford and other brands showed off some of the dozens of electric SUVs, sedans and other models they say are planned for China. 

Auto China 2018, the industry’s biggest sales event this year, is overshadowed by mounting trade tensions between Beijing and U.S. President Donald Trump, who has threatened to hike tariffs on Chinese goods including automobiles in a dispute over technology policy. 

The impact on automakers should be small, according to industry analysts, because exports amount to only a few thousand vehicles a year. Those include a GM SUV, the Envision, and Volvo Cars sedans made in China for export to the United States. 

China accounted for half of last year’s global electric car sales, boosted by subsidies and other prodding from communist leaders who want to make their country a center for the emerging technology. 

“The Chinese market is key for the international auto industry and it is key to our success,” VW CEO Herbert Diess said on Tuesday. 

Volkswagen unveiled the E20X, an SUV that is the first model for SOL, an electric brand launched by the German automaker with a Chinese partner. The E20X, promising a 300-kilometer (185-mile) range on one charge, is aimed at the Chinese market’s bargain-priced tiers, where demand is strongest. 

GM, Ford, Daimler AG’s Mercedes unit and other automakers also have announced ventures with local partners to develop models for China that deliver more range at lower prices. 

On Wednesday, Nissan Motor Co. presented its Sylphy Zero Emission, which it said can go 338 kilometers (210 miles) on a charge. The Sylphy is based on Nissan’s Leaf, a version of which is available in China but has sold poorly due to its relatively high price. 

Automakers say they expect electrics to account for 35 to over 50 percent of their China sales by 2025.

First-quarter sales of electrics and gasoline-electric hybrids rose 154 percent over a year earlier to 143,000 units, according to the China Association of Automobile Manufacturers. That compares with sales of just under 200,000 for all of last year in the United States, the No. 2 market. 

That trend has been propelled by the ruling Communist Party’s support for the technology. The party is shifting the financial burden to automakers with sales quotas that take effect next year and require them to earn credits by selling electrics or buy them from competitors. 

That increases pressure to transform electrics into a mainstream product that competes on price and features. 

Automakers also displayed dozens of gasoline-powered models from compact sedans to luxurious SUVs. Their popularity is paying for development of electrics, which aren’t expected to become profitable for most producers until sometime in the next decade. 

China’s total sales of SUVs, sedans and minivans reached 24.7 million units last year, compared with 17.2 million for the United States. 

SUVs are the industry’s cash cow. First-quarter sales rose 11.3 percent over a year earlier to 2.6 million, or almost 45 percent of total auto sales, according to the China Association of Automobile Manufacturers. 

On Wednesday, Ford displayed its Mondeo Energi plug-in hybrid, its first electric model for China, which went on sale in March. Plans call for Ford and its luxury unit, Lincoln, to release 15 new electrified vehicles by 2025. 

GM plans to launch 10 electrics or hybrids in China from through 2020. 

VW is due to launch 15 electrics and hybrids in the next two to three years as part of a 10 billion euro ($12 billion) development plan announced in November. 

Nissan says it will roll out 20 electrified models in China over the next five years. 

New but fast-growing Chinese auto trail global rivals in traditional gasoline technology but industry analysts say the top Chinese brands are catching up in electrics, a market with no entrenched leaders. 

BYD Auto, the biggest global electric brand by number sold, debuted two hybrid SUVs and an electric concept car. 

The company, which manufactures electric buses at a California factory and exports battery-powered taxis to Europe, also displayed nine other hybrid and plug-in electric models. 

Chery Automobile Co. showed a lineup that included two electric sedans, an SUV and a hatchback, all promising 250 to 400 kilometers (150 to 250 miles) on a charge. They include futuristic features such as internet-linked navigation and smartphone-style dashboard displays. 

“Our focus is not just an EV that runs. It is excellent performance,” Chery CEO Chen Anning said in an interview ahead of the show. 

Electrics are likely to play a leading role as Chery develops plans announced last year to expand to Western Europe, said Chen. He said the company has yet to decide on a timeline. 

Chery was China’s biggest auto exporter last year, selling 108,000 gasoline-powered vehicles abroad, though mostly in developing markets such as Russia and Egypt. 

“We do have a clear intention to bring an EV product as one of our initial offerings” in Europe, Chen said. 

Flying Taxi Start-Up Hires Designer Behind Modern Mini, Fiat 500

Lilium, a German start-up with Silicon Valley-scale ambitions to put electric “flying taxis” in the air next decade, has hired Frank Stephenson, the designer behind iconic car brands including the modern Mini, Fiat 500 and McLaren P1.

Lilium is developing a lightweight aircraft powered by 36 electric jet engines mounted on its wings. It aims to travel at speeds of up to 300 kilometers (186 miles) per hour, with a range of 300 km on a single charge, the firm has said.

Founded in 2015 by four Munich Technical University students, the Bavarian firm has set out plans to demonstrate a fully functional vertical take-off electric jet by next year, with plans to begin online booking of commuter flights by 2025.

It is one of a number of companies, from Chinese automaker Geely to U.S. ride-sharing firm Uber, looking to tap advances in drone technology, high-performance materials and automated driving to turn aerial driving – long a staple of science fiction movies like “Blade Runner” – into reality.

Stephenson, 58, who holds American and British citizenship, will join the aviation start-up in May. He lives west of London and will commute weekly to Lilium’s offices outside of Munich.

His job is to design a plane on the outside and a car inside.

Famous for a string of hits at BMW, Mini, Ferrari, Maserati, Fiat, Alfa Romeo and McLaren, Stephenson will lead all aspects of Lilium design, including the interior and exterior of its jets, the service’s landing pads and even its departure lounges.

“With Lilium, we don’t have to base the jet on anything that has been done before,” Stephenson told Reuters in an interview.

“What’s so incredibly exciting about this is we’re not talking about modifying a car to take to the skies, and we are not talking about modifying a helicopter to work in a better way.”

Stephenson recalled working at Ferrari a dozen years ago and thinking it was the greatest job a grown-up kid could ever want.

But the limits of working at such a storied carmaker dawned on him: “I always had to make a car that looked like a Ferrari.”

His move to McLaren, where he worked from 2008 until 2017, freed him to design a new look and design language from scratch: “That was as good as it gets for a designer,” he said.

Lilium is developing a five-seat flying electric vehicle for commuters after tests in 2017 of a two-seat jet capable of a mid-air transition from hover mode, like drones, into wing-borne flight, like conventional aircraft.

Combining these two features is what separates Lilium from rival start-ups working on so-called flying cars or taxis that rely on drone or helicopter-like technologies, such as German rival Volocopter or European aerospace giant Airbus.

“If the competitors come out there with their hovercraft or drones or whatever type of vehicles, they’ll have their own distinctive look,” Stephenson said.

“Let the other guys do whatever they want. The last thing I want to do is anything that has been done before.”

The jet, with power consumption per kilometer comparable to an electric car, could offer passenger flights at prices taxis now charge but at speeds five times faster, Lilium has said.

Nonetheless, flying cars face many hurdles, including convincing regulators and the public that their products can be used safely. Governments are still grappling with regulations for drones and driverless cars.

Lilium has raised more than $101 million in early-stage funding from backers including an arm of China’s Tencent and Atomico and Obvious Ventures, the venture firms, respectively, of the co-founders of Skype and Twitter.    

 

Facebook Rules at a Glance: What’s Banned, Exactly?

Facebook has revealed for the first time just what, exactly, is banned on its service in a new Community Standards document released on Tuesday. It’s an updated version of the internal rules the company has used to determine what’s allowed and what isn’t, down to granular details such as what, exactly, counts as a “credible threat” of violence. The previous public-facing version gave a broad-strokes outline of the rules, but the specifics were shrouded in secrecy for most of Facebook’s 2.2 billion users.

Not anymore. Here are just some examples of what the rules ban. Note: Facebook has not changed the actual rules – it has just made them public.

Credible violence

Is there a real-world threat? Facebook looks for “credible statements of intent to commit violence against any person, groups of people, or place (city or smaller).” Is there a bounty or demand for payment? The mention or an image of a specific weapon? A target and at least two details such as location, method or timing? A statement to commit violence against a vulnerable person or group such as “heads-of-state, witnesses and confidential informants, activists, and journalists.”

Also banned: instructions on “on how to make or use weapons if the goal is to injure or kill people,” unless there is “clear context that the content is for an alternative purpose (for example, shared as part of recreational self-defense activities, training by a country’s military, commercial video games, or news coverage).”

Hate speech

“We define hate speech as a direct attack on people based on what we call protected characteristics – race, ethnicity, national origin, religious affiliation, sexual orientation, sex, gender, gender identity, and serious disability or disease. We also provide some protections for immigration status,” Facebook says. As to what counts as a direct attack, the company says it’s any “violent or dehumanizing speech, statements of inferiority, or calls for exclusion or segregation.” There are three tiers of severity, ranging from comparing a protected group to filth or disease to calls to “exclude or segregate” a person our group based on the protected characteristics. Facebook does note that it does “allow criticism of immigration policies and arguments for restricting those policies.”

Graphic violence

Images of violence against “real people or animals” with comments or captions that contain enjoyment of suffering, humiliation and remarks that speak positively of the violence or “indicating the poster is sharing footage for sensational viewing pleasure” are prohibited. The captions and context matter in this case because Facebook does allow such images in some cases where they are condemned, or shared as news or in a medical setting. Even then, though, the post must be limited so only adults can see them and Facebook adds a warnings screen to the post.

Child sexual exploitation

“We do not allow content that sexually exploits or endangers children. When we become aware of apparent child exploitation, we report it to the National Center for Missing and Exploited Children (NCMEC), in compliance with applicable law. We know that sometimes people share nude images of their own children with good intentions; however, we generally remove these images because of the potential for abuse by others and to help avoid the possibility of other people reusing or misappropriating the images,” Facebook says. Then, it lists at least 12 specific instances of children in a sexual context, saying the ban includes, but is not limited to these examples. This includes “uncovered female nipples for children older than toddler-age.”

Adult nudity and sexual activity

“We understand that nudity can be shared for a variety of reasons, including as a form of protest, to raise awareness about a cause, or for educational or medical reasons. Where such intent is clear, we make allowances for the content. For example, while we restrict some images of female breasts that include the nipple, we allow other images, including those depicting acts of protest, women actively engaged in breast-feeding, and photos of post-mastectomy scarring,” Facebook says. That said, the company says it “defaults” to removing sexual imagery to prevent the sharing of non-consensual or underage content. The restrictions apply to images of real people as well as digitally created content, although art – such as drawings, paintings or sculptures – is an exception.

 

Cambridge Analytica Fights Back on Data Scandal

Cambridge Analytica unleashed its counterattack against claims that it misused data from millions of Facebook accounts, saying Tuesday it is the victim of misunderstandings and inaccurate reporting that portrays the company as the evil villain in a James Bond movie.

Clarence Mitchell, a high-profile publicist recently hired to represent the company, held Cambridge Analytica’s first news conference since allegations surfaced that the Facebook data helped Donald Trump win the 2016 presidential election. Christopher Wylie, a former employee of Cambridge Analytica’s parent, also claims that the company has links to the successful campaign to take Britain out of the European Union.

“The company has been portrayed in some quarters as almost some Bond villain,” Mitchell said. “Cambridge Analytica is no Bond villain.”

Cambridge Analytica didn’t use any of the Facebook data in the work it did for Trump’s campaign and it never did any work on the Brexit campaign, Mitchell said. Furthermore, he said, the data was collected by another company that was contractually obligated to follow data protection rules and the information was deleted as soon as Facebook raised concerns.

Mitchell insists the company has not broken any laws, but acknowledged it had commissioned an independent investigation is being conducted. He insisted that the company had been victimized by “wild speculation based on misinformation, misunderstanding, or in some cases, frankly, an overtly political position.”

The comments come weeks after the scandal engulfed both the consultancy and Facebook, which has been embroiled in scandal since revelations that Cambridge Analytica misused personal information from as many as 87 million Facebook accounts. Facebook’s CEO Mark Zuckerberg testified before the U.S. congressional committees and at one point the company lost some $50 billion in value for its shareholders.

Details on the scandal continued to trickle out. On Tuesday, a Cambridge University academic said the suspended CEO of Cambridge Analytica lied to British lawmakers investigating fake news.

Academic Aleksandr Kogan’s company, Global Science Research, developed a Facebook app that vacuumed up data from people who signed up to use the app as well as information from their Facebook friends, even if those friends hadn’t agreed to share their data.

Cambridge Analytica allegedly used the data to profile U.S. voters and target them with ads during the 2016 election to help elect Donald Trump. It denies the charge.

Kogan appeared before the House of Commons’ media committee Tuesday and was asked whether Cambridge Analytica’s suspended CEO, Alexander Nix, told the truth when he testified that none of the company’s data came from Global Science Research.

“That’s a fabrication,” Kogan told committee Chairman Damian Collins. Nix could not immediately be reached for comment.

Kogan also cast doubt on many of Wylie’s allegations, which have triggered a global debate about internet privacy protections. Wylie repeated his claims in a series of media interviews as well as an appearance before the committee.

Wylie worked for SCL Group Ltd. in 2013 and 2014.

“Mr. Wylie has invented many things,” Kogan said, calling him “duplicitous.”

No matter what, though, Kogan insisted in his testimony that the data would not be that useful to election consultants. The idea was seized upon by Mitchell, who also denied that the company had worked on the effort to have Britain leave the EU.

Mitchell said that the idea that political consultancies can use data alone to sway votes is “frankly insulting to the electorates. Data science in modern campaigning helps those campaigns, but it is still and always will be the candidates who win the races.”
