Facebook Checks Its Bias

When Facebook recently said it would allow outside reviewers inside its platform to look for signs of racial or political bias, civil liberties and human rights activists politely applauded.

For years, activists have called on tech companies to undergo assessments of how their policies affect people, both in the U.S. and globally. The companies have long rejected those audits as unnecessary.

But now Facebook is inviting outsiders in to look at allegations of racial and political bias.

“It’s better than nothing,” Rebecca MacKinnon said of the Facebook audits. She is director of Ranking Digital Rights a project that evaluates 22 tech and telecommunications firms annually in areas such as privacy, expression and governance.

“There’s increasing pressure on them to do this kind of thing,” MacKinnon added.

Facebook has faced criticism that it has allowed advertisers to use racial and ethnic profiles to target job and housing ads. American political conservatives have complained that Facebook has removed or taken down legitimate content because of its liberal bias, something the company has denied.

Both issues came under scrutiny following the 2016 U.S. election, but activists say the company’s focus on issues mainly concerning American users is overshadowing Facebook’s bigger problems with the platform abroad.

“The audits that Facebook is doing in the U.S., while welcomed, are very U.S.-centered,” said Arvind Ganesan, director of Human Rights Watch’s business and human rights division. “That’s really a response to domestic pressure.”

Call for global assessments

Critics say Facebook’s bias problems do not stop at the U.S. border. They point to the role that the platform is alleged to have played in incidents of mass violence, such as the persecution of ethnic Rohingya in Myanmar in recent years or sectarian violence in Sri Lanka.

The United Nations reported that in the case of violence in Myanmar, Facebook “substantively” contributed to the level of conflict.

Facebook’s News Feed, which highlights content of interest to a user based on the person’s friends and preferences, has also been accused of reinforcing false or inflammatory stories that go viral. That can help extreme viewpoints get in front of a mainstream audience.

Critics say the company is only starting to come to grips with the issue.

“There needs to be an honest, candid, comprehensive assessment,” said HRW’s Ganesan. “What is the panoply of Facebook’s impact?”

Transparency as industry trend

Self-assessments are nothing new for tech firms. Starting with Google in 2010, tech companies began publishing transparency reports that provide snapshots of how governments have turned to firms for user data or issued takedown notices because of copyright infringement or other reasons.

More than 60 companies regularly file transparency reports, according to Access Now, a digital rights group in New York.

Eleven companies, including Google and Facebook, undergo outside assessments every two years by the Global Network Initiative, a nongovernmental organization that looks at how companies are responding to government requests.

In its recent assessment, Ranking Digital Rights, which is a nonprofit research initiative affiliated with the nonpartisan New America Foundation think tank, gave low marks to Facebook for disclosing less information than other tech firms about how it handles data that can be used to identify, profile or track users.

Apple earned the greatest year-over-year score improvement of any company because it “strengthened its public commitment to protecting users’ privacy as a human right,” the report said.

How effective these assessments are in spurring companies to change is unclear. But company-run reports and outside audits can help find and measure problems, human rights advocates say.

“We call on Facebook to engage with stakeholders wherever it impacts human rights — the burden extends globally,” said Peter Micek with Access Now.” It doesn’t make sense from a human rights perspective to treat the U.S. exceptionally.”

Official: Trump Administration Will Allow AI to ‘Freely Develop’ in US

The Trump administration will not stand in the way of the development of artificial intelligence in the United States, a top official said on Thursday, while acknowledging that the burgeoning technology will displace some jobs.

At a White House summit that included companies like Alphabet Inc.’s Google, Facebook Inc. and Amazon.com Inc., technology policy adviser Michael Kratsios said the administration of President Donald Trump did not want to dictate “what is researched and developed.”

“To the greatest degree possible, we will allow scientists and technologists to freely develop their next great inventions right here in the United States,” he said, according to a copy of his remarks provided by the White House.

AI and deep machine learning raise ethical concerns about control, privacy, cybersecurity, and the future of work, companies and experts say.

Kratsios acknowledged that “to a certain degree, job displacement is inevitable.”

He added: “But we can’t sit idle, hoping eventually the market will sort it out. We must do what Americans have always done: adapt.”

The White House, which has previously clashed with scientists over issues such as climate change, conservation and budget cuts, said it would create a new committee on AI. It will be comprised of the most senior research and development officials across the U.S government, tasked with looking at research and development (R&D) priorities and better coordinating federal investments.

“We cannot be passive. To realize the full potential of AI for the American people, it will require the combined efforts of industry, academia, and government,” Kratsios said.

“In the private sector, we will not dictate what is researched and developed. Instead we will offer resources and the freedom to explore,” he added.

Intel Corp.chief executive Brian Krzanich, who attended the summit, said in a blog post that “without an AI strategy of its own, the world’s technology leader risks falling behind.”

AI is already being used in a number of fields. For instance, the National Institute of Health is exploring ways machine learning can improve cancer detections and treatment, while the General Services Administration is using AI to reduce the need for federal auditors, the White House said.

Among more than 30 major companies attending included officials from Ford Motor Co., Boeing Co., Mastercard Inc. and Microsoft Corp.

The Pentagon and various U.S. departments took part, along with senior White House officials including Jared Kushner and Andrew Bremberg, who heads the Domestic Policy Council. 

Italian Researchers Develop Lighter, Cheaper Robotic Hand

Italian researchers on Thursday unveiled a new robotic hand they say allows users to grip objects more naturally and featuring a design that will lower the price significantly.

The Hennes robotic hand has a simpler mechanical design compared with other such myoelectric prosthetics, characterized by sensors that react to electrical signals from the brain to the muscles, said researcher Lorenzo De Michieli. He helped develop the hand in a lab backed by the Italian Institute of Technology and the INAIL state workers’ compensation prosthetic center.

The Hennes has only one motor that controls all five fingers, making it lighter, cheaper and more able to adapt to the shape of objects.

“This can be considered low-cost because we reduce to the minimum the mechanical complexity to achieve, at the same time, a very effective grasp, and a very effective behavior of the prosthesis,” De Michieli said. “We maximized the effectiveness of the prosthetics and we minimized the mechanical complexity.”

They plan to bring it to market in Europe next year with a target price of around 10,000 euros ($11,900), about 30 percent below current market prices.

Arun Jayaraman,a robotic prosthetic researcher at the Shirley Ryan Ability lab in Chicago, said the lighter design could help overcome some resistance in users to the myoelectric hands, which to date have been too heavy for some. Italian researchers say the Hennes weighs about the same as a human hand.

In the United States, many amputees prefer the much simpler hook prosthetic, which attaches by a shoulder harness, because it allows them to continue to operate heavy equipment, Jayaraman said.

Italian retiree Marco Zambelli has been testing the Hennes hand for the last three years. He lost his hand in a work accident while still a teenager, and has used a variety of prosthetics over the years. A video presentation shows him doing a variety of tasks, including removing bills from an automated teller machine, grasping a pencil and driving a stick-shift car.

“Driving, for example, is not a problem,” Zambelli, 64, said, who has also learned to use a table knife. “Now I have gotten very good at it. I think anyone who’s not looking with an expert eye would find it difficult to spot that it’s an artificial hand.”

About a dozen labs worldwide are working on improvements to the myoelectric prosthetic, with some focusing on touch, others on improving how the nervous system communicates with the prosthetic.

“Each group is giving baby steps to help the field move forward,” Jayaraman said.

Cost remains a barrier for advanced prosthetic limbs, as well as the fact that the more complex motorized systems tend to be “heavy and fragile. They also get hard to control,” said Robert Gaunt, an assistant professor of rehabilitation at the University of Pittsburgh.

The Hennes design “could make a difference. I think it is a clever approach and one that could see significant benefits for people with missing hands,” he said.

Limitations remain the inability to control individual fingers for tasks like playing the piano or typing on a computer.

“But the vast majority of what many of us do with our hands every day is simply grasp objects,” Gaunt said.

A New Silicon Valley is Sprouting in Middle America

Kavitha Kamalbabu needed a break. She had raised her two children and the youngest was now in kindergarten. It was time to turn attention to her career. The 36-year-old wanted to code. The mecca of high tech — Silicon Valley — wasn’t an option because she needed to stay close to home and family in Indianapolis, Indiana.

“I chose Kenzie Academy because of its life project-based learning,” she said.

Kamalbabu is now at the top of her class, getting a two-year degree as a software developer. Kenzie, based in Indianapolis, was established to keep talent in Middle America and to create a mini tech capital.

“Our point is to bring people from Indianapolis to stay in Indianapolis,” said founder Courtney Spence. To do that, they place students in local companies as quickly as possible after their enrollment.

For one class, Kamalbabu, originally from India, found herself asking questions about measuring beer and learning how data increases profit. The class was taking a tour of Steady Serve — a local beer management system that invented a device to measure the content of kegs to reduce waste and fraud.

In the past, CEO Steve Hershberger hired from big universities near Silicon Valley. Now, he needs coders to work on the connection between beer kegs to his iKeg app, and he is choosing interns from Kenzie because of the quality he sees in the candidates.

“It’s like they folded the country and brought San Jose [the heart of Silicon Valley] into Indianapolis.”

By the numbers

Indianapolis is Middle America. Located in the Corn Belt, Indiana is known for its farms — the state’s model is “The Crossroads of America.” City leaders said that perception is changing. Indianapolis deputy mayor of economic development Angela Smith Jones calls Indianapolis “Western Silicon Valley” with a “great startup culture.”

Last year, technology companies in Indianapolis contributed $7.7 billion into the city’s economy and employed 75,000 people.

Job postings for emerging tech are up 40 percent over last year, and the city’s unemployment rate is currently 3 percent, which is lower than the national average.

The average tech industry wage in Indiana is $76,860.

“It’s on the cusp of what we are seeing as being a tech boom,” Spence said.

Not so fast

But students majoring in tech at Stanford University — a research school located in the heart of Silicon Valley — were unimpressed. Freshman Max Comolli said he wouldn’t be enticed to leave California for Indianapolis because of the opportunities and “such a great tech scene already established.”

Masters candidate Diego Garcia said when he thinks of high tech, he thinks of “California or New York, not Indianapolis.” But freshman Alexa White from Detroit, Michigan, thinks a tech capital in the Midwest would “benefit the field” and create diversity.

The gender diversity hasn’t reached Kenzie, although school officials said they actively recruit females. The next class of 18 students starting later this year will have three women. Of the current class, only Kamalbabu and an African American are female.

Statistically, women — and especially women of color — make up a small percentage of the tech field. But 24-year-old Mya Williams called it a “pleasant surprise” when she saw Kamalbabu on the first day of class because she thought she would be the only female. Williams said young girls aren’t encouraged to concentrate in math and science. “They get looked over when it comes to software,” she said.

To Asia and beyond

Kenzie officials plan to duplicate the academy model, starting in Malaysia. Spence goes a step further. “We have a commitment to replicate it around the world,” she said.

Google Suspends Advertising Related to Irish Abortion Referendum

Google is suspending all advertising connected to Ireland’s abortion referendum as part of moves to protect “election integrity,” the company announced Wednesday.

The move came a day after Facebook banned foreign-backed ads in the Irish campaign, amid global concerns about online election meddling and the role of internet ads in swaying voters. 

Google said that starting Thursday, it would no longer display ads related to the May 25 vote on whether to repeal Ireland’s constitutional ban on most abortions.

The prohibition on ads connected to the Irish vote applies to both Google and YouTube, which the company owns.

The online search leader, which is based in Mountain View, California, declined to say how much advertising revenue it was giving up because of the decision.

Russian role

The role of online ads in elections is under scrutiny following revelations that Russian groups bought ads on leading services such as Google and Facebook to try to influence the 2016 U.S. presidential campaign. Many of the ads were designed to sow confusion, anger and discord among Americans through messages on hot-button topics.

Karin von Abrams, a London-based analyst with the research firm eMarketer, said banning ads represented a short-term safeguard from potential backlash and reputational damage.

“They won’t want to forgo election-related revenues in the longer term, but they do need to get their houses in order, rather than risk further troubles at this stage,” von Abrams said in an email Wednesday.

Google’s statement followed Facebook’s decision Tuesday to ban foreign advertisements around the abortion referendum, which has drawn worries about the influence of North American groups.

Both Google and Facebook are working on measures to improve transparency before November’s U.S. midterm elections, including tools to show the home country of advertisers.

Ireland bars political donations from abroad, but the law has not been applied to social media advertising. Anti-abortion groups based in the United States are among the organizations that have bought online ads in Ireland during the referendum campaign.

’11th hour’ effort

Irish lawmaker James Lawless, technology spokesman for the opposition Fianna Fail party, welcomed the moves by Google and Facebook, but said “they are rushed and they are coming at the 11th hour,” with just two weeks until voting day.

“It’s a step in the right direction, but it’s an awful pity we couldn’t have done this six months ago,” said Lawless, who has introduced a bill to Ireland’s parliament that would require all online advertisers to disclose the publishers and sponsors behind ads.

Largely Catholic Ireland has Europe’s strictest restrictions on abortion, which is legal only when a woman’s life is in danger. Several thousand Irish women travel each year to get abortions in neighboring Britain.

Voters are being asked whether they want to retain the constitutional ban or repeal it and make parliament responsible for creating abortion laws.

Lawless said he had concerns about some of the online advertising from both sides in the referendum campaign.

“Some quite disingenuous ads have been going around in recent weeks targeting people who are in the middle that aren’t always from who they seem to be from,” he said.

“What we really need is legislation and we need a proper, robust, thought-out approach” to the problem, he said.

Amazon Rolls Out Model ‘Smart’ Homes for US Shoppers to Try Out Alexa

Amazon.com Inc on Wednesday said it has set up model “smart” homes across the United States for shoppers to experience what it’s like for voice aide Alexa to dim the lights, turn on the TV or order more laundry detergent.

The rollout underscores how Amazon aims to make Alexa and the company’s growing list of services, from shopping and entertainment to home security, an everyday part of consumers’ lives. It also steps up competition with retailers such as Best Buy Co Inc that focus on showcasing technology and advising shoppers.

Amazon, the world’s largest online retailer, said it has partnered with Lennar Corp to convert some of the home construction company’s model homes into showrooms for Alexa. The so-called “Amazon Experience Centers” are now open near 15 cities including Los Angeles, Dallas and Washington, with more to come.

“Today, the choices open to customers are, you can go to a brick-and-mortar store and you can see devices on demo tables. You go online and do your research. But you fundamentally are left to imagine what an integrated home would look like,” said Nish Lathia, general manager of Amazon Services, in the company’s Vallejo, California, experience center outside San Francisco.

The centers are “intended to educate and inspire. On the secondary benefit, yes, if it drives sales, we’re not complaining,” he said.

David Kaiserman, president of Lennar Ventures, said the centers should increase traffic to Lennar’s model homes and spark ideas for potential home buyers. Lennar will get a standard commission for Amazon sales to customers it helped acquire, too.

The global smart home market is expected to reach an estimated $107.4 billion by 2023, according to market research firm ReportLinker.

Best Buy is betting big on this trend. It has expanded its In-Home Advisor program to all major U.S. markets and employs more than 350 advisers under the initiative, its most recent annual report said.

Experts visit customers’ homes and consult on issues from increasing appliance efficiency to setting up connected gadgets — similar in nature to Amazon’s 1.5-year-old “Smart Home Services,” which is poised to gain from the new experience centers.

“We’re excited about Best Buy’s program,” said Amazon’s Lathia. “The more customers that get educated about smart home, the better it is for everybody.”

Philippe Ferrey, an Amazon Expert present at the Vallejo center, previously worked five years for Best Buy as a Geek Squad agent, he said.

US Lawmakers’ Help Sought on Use of Encrypting Apps

A digital rights organization has asked congressional leaders for help in persuading Google and Amazon to support a technology that people in authoritarian countries use to get around censorship controls worldwide.

In a letter sent this week, Access Now, which is based in New York, sought to put pressure on Google and Amazon, which decided recently to close a loophole that allowed some encrypted-communication apps to assume a disguise as messages moved through the internet.

Access Now asked for help from leaders of the House and Senate foreign affairs committees, the House and Senate commerce committees and the Congressional Executive Committee on China.

At issue is the ongoing cat-and-mouse game between governments, such as Russia, Iran and China, and those who use internet and messaging technologies, like Telegram and Signal, to communicate outside censors’ oversight.

In this case, encrypted-messaging apps have been using a digital disguise known as “domain fronting.” Some of these technologies have received financial support from the Open Technology Fund, a U.S. government program funded by Radio Free Asia and the Broadcasting Board of Governors, the agency that oversees Voice of America.

Disguising final destination

As an encrypted message moves through networks, it appears to be going to an innocuous destination, such as google.com, by routing through a Google server, rather than its true destination.

If a government acts against the domain google.com, it conceivably shuts down access to all services offered by the internet giant for everyone in the country. The gamble is that governments wouldn’t want to cut off residents’ access to large swaths of the internet just to block a specific communication.

Russia did just that in mid-April when it sought to crack down on Telegram.

But it’s not just dissidents and religious or human rights activists who are using these apps. Hackers can also use this disguise to mask malware, according to ZDNet.

In recent weeks, first Google and then Amazon Web Services said they would close the loopholes that allowed apps to use the disguise.

“No customer ever wants to find that someone else is masquerading as their innocent, ordinary domain,” said Amazon in a news release announcing better domain protections.

“Domain fronting has never been a supported feature at Google,” a Google representative said. “But until recently it worked because of a quirk of our software stack. We’re constantly evolving our network, and as part of a planned software update, domain fronting no longer works. We don’t have any plans to offer it as a feature.”

Matthew Rosenfield, who helped develop the Signal technology, said that “the idea behind domain fronting was that to block a single site, you’d have to block the rest of the internet as well. In the end, the rest of the internet didn’t like that plan.”

Amazon sent Signal an email telling it that its use of circumvention was against Amazon’s terms of service. In Middle East countries, such as Egypt, Oman and Qatar, Signal disguised itself as Souq.com, Amazon’s Arabic e-commerce platform.

Letter to Congress

In its letter to Congress, Access Now wrote that “until this change by Amazon and Google, domain fronting was the most effective and most widely used method of enabling free speech, free association and freedom online in countries that aggressively filter and monitor internet access.”

“The end of domain fronting will not permanently impede progress toward our shared goal of global internet freedom, but it will set it back, and the adverse effects will be felt most direly by those already experiencing repressive censorship and surveillance,” the letter said.

Can Shutting Down Online Hate Sites Curb Violence?

GoDaddy has pulled the plug on another online peddler of violence.

The popular internet registration service last week shut down altright.com, a website created by white nationalist leader Richard Spencer and popular with many in the so-called alt-right movement.

The takedown is the latest example of how companies like GoDaddy are increasingly responding to growing public pressure to clamp down on violent sites in the wake of the deadly Unite the Right rally in Charlottesville, Virginia, last summer.

GoDaddy, which registers domains for more than 75 million websites around the world, said it generally does not delist sites that promote hate, racism and bigotry on the ground that such content is protected as free speech.

But it said altright.com had “crossed the line and encouraged and promoted violence in a direct and threatening manner.”

“In instances where a site goes beyond the mere exercise of these freedoms, however, and crosses over to promoting, encouraging or otherwise engaging in specific acts of violence against any person, we will take action,” GoDaddy said in a statement emailed to VOA.

The company would not say whether it canceled altright.com’s domain registration in response to pressure but it stressed that “we take all complaints about content on websites very seriously, and have a team dedicated to investigate each complaint.”

The Lawyers’ Committee for Civil Rights Under Law, a Washington-based civil rights organization, said it filed such a complaint with GoDaddy last month, citing several instances in which altright.com carried content that advocated violence.

In one example, a January 26, 2018, article encouraged “use of live ammunition at the border, in order to create a substantial chance that they [immigrants crossing the border] lose their life in the process,” according to the organization’s complaint.

Kristen Clarke, the group’s president and executive director, said the shutdown of altright.com was part of her organization’s campaign to combat a recent “hate crime crisis” in the United States.

“We know that so much hate that we see today originates online,” Clarke said. “It originates in dangerous platforms and online hubs that provide a space to people to essentially coordinate violence and incite people to violence.”

There is no tally of sites that promote violence on the internet. But Clarke said there are “too many” and that her organization is in talks with domain and web hosting companies to shut down close to a dozen of them. She declined to name the websites.

“We’re focused on some of the biggest platforms and places where we’re seeing some of the most dangerous and violent activity,” she said. “We’ll see if those efforts bear fruit.”

Spencer denounced the closure of his website.

“The Left will not stop their censorship crusade with the Alt-Right,” Spencer tweeted on Thursday. “They’re going to come for every right-wing website. Free speech will cease to exist if the GOP fails to enact legislation.”

Altright.com’s takedown comes as public scrutiny of hate sites has grown and internet intermediaries have started to strictly enforce their terms of service and acceptable use policies in the wake of the Charlottesville rally.

Prior to the rally, tech companies had largely left it to users to police online content. But after the march, social media and payment processing companies took steps to close the accounts of several white nationalist leaders, and hosting companies shut down websites associated with the movement such as The Daily Stormer and Stormfront.

“They did know that they had very hateful groups using their services but there didn’t seem to be either political or public pressure to get rid of them,” said Natasha Tusikov, a criminology professor at York University in Toronto.

After Charlottesville, “we saw a number of them suddenly become more pressured publicly and politically.”

Amid growing public pressure, she said, “I think we’re going to see more of these cases.”

But shuttering entire websites is not likely to eliminate violence-mongering online. For one, there is no dearth of small services that would host sites banished by others. Indeed, while The Daily Stormer and Stormfront were forced by their closure to hop from host to host for several months, they eventually found a home. Altright.com is likely to similarly resurface.

The crackdown can also push some websites underground into the dark web — content on networks that use the internet but require specific authorization to access — making it difficult to track them and find out “who their members are and what they’re doing,” Tusikov said. 

Tusikov said that what she finds even more problematic is the way in which these sites are shut down. Internet intermediaries such as GoDaddy give themselves “considerable” latitude to close websites for any number of reasons. 

“A lot of us would agree that any kind of hateful violent speech should be removed,” she said. “The question is in murkier areas, when it gets to other types of perhaps controversial speech but lawful speech.”

In the U.S. and other countries with a strong free-speech tradition, governments have largely shied away from regulating online content, leaving it to internet intermediaries to assume the role. But Tusikov said internet intermediaries are ill-equipped to distinguish between legal and illegal content. 

Instead, she said, policymakers should institute regulations such as the Manila Principles, a set of standards adopted by civil society groups and digital rights advocates in 2015. Among other things, the Manila Principles require that content restriction policies must “follow due process” and “comply with the tests of necessity and proportionality.” 

“So if you have one problem with one element of copyright infringement, you shouldn’t take the entire site down,” Tusikov said. “You should deal with that one problem.” 

Uber, US Army To Test Quiet Aircraft Technology

Uber Technologies said Tuesday that it would work with the U.S. Army to advance research on a novel, quiet aircraft rotor technology that could be used in future flying cars, or military aircraft.

The alliance highlights stepped-up efforts by Uber and other companies to transform flying cars from a science fiction concept to real hardware for residents of mega-cities where driving is a time-consuming bore.

Uber and the Army’s Research, Development and Engineering command said in a statement that they expected to spend $1 million to develop and test prototypes for a rotor system that would be used on a vertical takeoff and landing vehicle.

The system would have two rotors, one stacked atop the other, moving in the same direction under the command of sophisticated software. This approach, which Uber and the Army said had not been deployed in a production aircraft, could lead to quieter operation than conventional stacked rotor systems.

“Achieving ultra-low noise is one of the critical obstacles” to deploying aerial taxis in urban areas, Rob McDonald, head of vehicle engineering for Uber Elevate, the company’s flying car operation, said in an interview.

The Army wants to develop a new generation of unmanned drones that do not need runways and are quieter than current drones, said Dr. Jaret Riddick, director of the U.S. Army Research Laboratory’s Vehicle Technology Directorate.

The Army is increasingly turning to partnerships with private companies to research advanced technology, Riddick said in an interview.

Uber is planning more alliances with government agencies as it aims to launch prototype airborne taxis by 2020, Mark Moore, Uber’s director of engineering and aircraft systems and a former NASA researcher, said in an interview.

Uber already has a partnership with NASA, the U.S. government space agency, to develop software for managing large numbers of aircraft over cities, Moore said.

Uber is one of several companies, including aircraft makers Boeing and Airbus SE and a venture backed by Alphabet co-founder Larry Page, that are investing in the concept of small, automated and electrified aircraft that could be used to ferry passengers or cargo across congested cities.

Uber said it would develop its low-noise rotor system in collaboration with Launchpoint Technologies Inc., a Goleta, California, engineering company focused on electric and hybrid aircraft technologies.

Uber will hold a conference on flying vehicles this week in Los Angeles.

US to Reveal Winners of Drone Program That Attracted Top Firms

Major technology and aerospace companies including Amazon.com, Apple, Intel, Qualcomm and Airbus SE are vying to take part in a new slate of drone tests the United States is set to announce on Wednesday, people familiar with the matter told Reuters.

The wide interest in the U.S. initiative, launched by President Donald Trump last year, underscores the desire of a broad range of companies to have a say in how the fledgling industry is regulated and ultimately win authority to operate drones for everything from package delivery to crop inspection.

The pilot program will allow a much larger range of tests than are generally permitted by federal aviation regulators, including flying drones at night, over people and beyond an operator’s line of sight.

The U.S. Transportation Department said it will announce 10 winning state, local or tribal governments to host the experiments on Wednesday. The governments in turn have partnered with companies who will play a role in the tests.

Senator Dean Heller of Nevada, who is up for re-election in November, said in a press release the city of Reno was named one of the winners. The city is partnered with Nevada-based Flirtey, a company that has worked on delivering defibrillators by drone, as well as pizza for Domino’s.

At least 200 companies spanning 149 applications are vying to be part of the program, a U.S. official said. Many major U.S. companies are part of the winning submissions.

Winners include projects focused on package delivery, environmental monitoring, precision agriculture, pipeline oversight and integrating drones near airports, the U.S. official said.

Companies such as Boeing and Ford have also expressed interest in the program, sources said, though it was unclear whether they had joined applications and what they would be testing.

Amazon declined to comment.

Airbus, Intel and Qualcomm confirmed they on one or more applications, with Airbus noting it is interested in topics like risk analysis for airspace management. Qualcomm hopes to test network connectivity along with partners Verizon Communications and AT&T.

Raytheon Co said it had not applied but was in talks with partners who have. Other companies did not immediately answer requests for comment.

Changes to U.S. policy that result from the tests are not expected for some time. Package delivery, which can be particularly complex, might not take place until later on during the program.

Earl Lawrence, who directs the U.S. Federal Aviation Administration’s unmanned aircraft systems integration office, told a Senate panel on Tuesday that many of the other projects “could go forward under the FAA’s existing rules, including with waivers where appropriate.”

He said after “the 10 selections for the pilot program are announced, the FAA will be reaching out to other applicants, as well as interested state and local authorities, to provide additional information on how to operationalize their proposed projects.”

The FAA is also working on proposed regulations to ensure the safety of drones and their integration into U.S. airspace.

The initiative is significant for the United States, which has lagged other countries in drone operations for fear of air crashes. That had pushed companies like Amazon to experiment overseas.

In the United Kingdom, the world’s largest online retailer already sends some packages by drone. It completed its first such mission in late 2016, taking 13 minutes from click to delivery.

White House, Industry Leaders to Meet on Artificial Intelligence

The White House plans to convene a meeting on Thursday on the future of artificial intelligence in U.S. industry with major companies including Facebook, Amazon.com, Google parent Alphabet and Oracle as well as senior government officials.

Intel CEO Brian Krzanich and the chief technical officers of Ford and Boeing are also due to take part in the event, along with executives from Mastercard, Microsoft and Accenture, administration and industry officials said.

The Pentagon and the U.S. departments of agriculture, commerce, energy, health, labor and transportation are due to take part in the daylong meeting that will look at artificial intelligence (AI) innovation and research and development and removing barriers to its application.

“AI is quickly transforming every segment of American industry – from applications in precision agriculture and medical diagnostics to advanced manufacturing and autonomous transportation,” the White House said.

Other companies taking part include IBM, Bank of America, General Electric, Johnson & Johnson, JPMorgan Chase & Co, Monsanto, Pfizer, Walmart, Whirlpool, CVS Health and United Airlines.

Facebook Vice President of AI Jerome Pesenti, Google senior research scientist Greg Corrado and the presidents of California Institute of Technology and Carnegie Mellon University also are set to participate.

Dean Garfield, president and chief executive of the Information Technology Industry Council, called the event “an important step to building collaboration between government and industry.”

“The tech sector is committed to ensuring that all Americans reap the benefits of this transformative technology, which has the potential to save lives, improve how we harvest food, transform education and more,” Garfield said.

Britain last month announced a 1 billion pound ($1.4 billion) joint investment in the AI industry, while the European Union announced it would boost AI investment by about 70 percent to 1.5 billion euros ($1.8 billion) by 2020.

Gary Shapiro, president and CEO of the Consumer Technology Association, said in a Fox News opinion piece published on Tuesday that as AI accomplishes more complex tasks “it will transform economies, industries and our everyday lives. It will also raise questions about its impact on our economy and jobs.”

Professional services firm PwC forecast last year that aggregate worldwide gross domestic product will be 14 percent higher in 2030 as a result of AI and will impact retail, financial services and healthcare.

Facebook Bans Foreign Ads in Ireland Abortion Referendum

Facebook announced Tuesday that it is banning foreign advertisements related to Ireland’s abortion referendum amid concerns that North American groups are trying to influence the campaign.

 

Irish voters will decide May 25 whether to repeal a constitutional ban on abortion, in a divisive referendum that has drawn international attention.

 

Ireland bars political donations from abroad, but the law does not apply to social media advertising. U.S.-based anti-abortion groups are among those who have bought online ads in Ireland during the campaign.

 

Facebook says starting Tuesday it will “begin rejecting ads related to the referendum if they are being run by advertisers based outside of Ireland.”

 

“We understand the sensitivity of this campaign and will be working hard to ensure neutrality at all stages,” Facebook said in a statement. “Our goal is simple: to help ensure a free, fair and transparent vote on this important issue.”

 

Facebook has tried to improve its transparency after revelations that political consultancy Cambridge Analytica harvested users’ data to micro-target political ads to select groups during the 2016 U.S. presidential race – meaning that only those most susceptible to the message would see the advertisements.

 

The social media company has launched a “view ads” tool in Ireland that allows users of the network to see all of the ads being run by an advertiser, not just the ones targeted at them.

 

Facebook also said it is testing a process that will help it ensure advertisers are resident in the country where an election is taking place.

 

Afghan Girl Coders Design Games to Fight Opium and Inequality

Think Super Mario Bros., but with an Afghan twist. This is how Afghanistan’s first generation of female coders explain their abilities as game-makers after uploading more than 20 games on digital app stores this year.

More than 20 young women in the western city of Heart have established themselves as computer experts, building apps and websites as well as tracking down bugs in computer code.

Like the team of Afghan schoolgirls who rose to fame last year when they competed in a robotics competition in the United States, the coders show what reserves of talent there are to be tapped when Afghan girls are given a chance.

“Coders can work from home and it is in this process women are building a new career path for themselves and for the next generation,” said Hasib Rasa, project manager of Code to Inspire, which teaches female students coding in Herat.

One of the games designed by the all-female team has caught the eye of developers and gamers as it illustrates the scourge of opium cultivation and the challenges the Afghan security forces face as they try to stamp it out.

The 2-D game “Fight Against Opium” is an animated interpretation of the missions that Afghan soldiers undertake to destroy opium fields, fight drug lords and help farmers switch to growing saffron.

Afghanistan is the world’s largest source of opium but it also grows saffron – the world’s most expensive spice – which has long been pushed as an alternative to wean farmers off a crop used to make heroin.

Despite a ban, opium production hit a record in 2017, up 87 percent over 2016, according to a U.N. study.  

Khatira Mohammadi, a student who helped develop the anti-opium game, said she wanted to show the complexities of the drug problem in the simplest way.

“We have illustrated our country’s main problem through a game,” said Mohammadi.

At the institute, more than 90 girls and young women, wearing headscarves and long black coats, are trained in coding and software development, a profession seen by some in conservative Afghanistan as unsuitable for women.

In Afghan society, it is unusual for women to work outside the home. Those who do, are mostly teachers, nurses, doctors, midwives and house helpers.

After the ouster of the Taliban in 2001, women regained freedom to work in offices with male colleagues – but many consider working as a software developer a step too far.

Hasib Rasa said girls are encouraged to design original player characters, goals, and obstacles that reflect Afghanistan’s ethos.

The course is exclusively aimed at females, aged 15-25, who are unable to pursue a four-year degree due to lack of funds or hail from families where they are prevented from enrolling in co-education schools.

“In Afghanistan the ability to work remotely is a key tool in the push for equality,” said Rasa.

Anti-Semites Use Twitter as ‘Megaphone to Harass Jews,’ says Rights Group

Anti-Semites are using Twitter as a “megaphone to harass and intimidate Jews,” the pro-Jewish civil rights group Anti-Defamation League says.

In a new report Monday, the ADL says Twitter users sent out at least 4.2 million anti-Semitic posts in 2017 — an average of 81,400 a week.

“This new data shows that even with the steps Twitter has taken to remove hate speech and to deal with those accounts disseminating it, users are still spreading a shocking amount of anti-Semitism,” ADL chief Jonathan Greenblatt says.

Examples of the hate-filled tweets include Holocaust denial; claims that Jews killed Jesus Christ, a belief long disowned by the Vatican; and such propaganda as Jews control banking and the media.

The ADL is calling on Twitter to take such steps as a terms of service policy clearly banning hate speech, and effective filters that stop such messages from reaching users.

Twitter says it has made more than 30 changes to its operations in the last 16 months to combat hate speech.

“We are an open platform and hold a mirror up to human behaviors, both the good and the bad. Everyone has a part to play in building a more compassionate and empathetic society,” Twitter said in a statement. 

Microsoft Launches $25M Program to Use AI for Disabilities

Microsoft is launching a $25 million initiative to use artificial intelligence to build better technology for people with disabilities.

CEO Satya Nadella announced the new “AI for Accessibility” effort as he kicked off Microsoft’s annual conference for software developers. The Build conference in Seattle features sessions on cloud computing, artificial intelligence, internet-connected devices and virtual reality. It comes as Microsoft faces off with Amazon and Google to offer internet-connected services to businesses and organizations.

The conference and the new initiative offer Microsoft an opportunity to emphasize its philosophy of building AI for social good. The focus could help counter some of the ethical concerns that have risen over AI and other fast-developing technology, including the potential that software formulas can perpetuate or even amplify gender and racial biases.

The five-year accessibility initiative will include seed grants for startups, nonprofit organizations and academic researchers, as well as deeper investments and expertise from Microsoft researchers.

Microsoft President Brad Smith said the company hopes to empower people by accelerating the development of AI tools that provide them with more opportunities for independence and employment.

“It may be an accessibility need relating to vision or deafness or to something like autism or dyslexia,” Smith said in an interview. “There are about a billion people on the planet who have some kind of disability, either permanent or temporary.”

Those people already have “huge potential,” he said, but “technology can help them accomplish even more.”

Microsoft has already experimented with its own accessibility tools, such as a “Seeing AI” free smartphone app using computer vision and narration to help people navigate if they’re blind or have low vision. Nadella introduced the app at a previous Build conference. Microsoft’s translation tool also provides deaf users with real-time captioning of conversations.

“People with disabilities are often overlooked when it comes technology advances but Microsoft sees this as a key area to address concerns over the technology and compete against Google, Amazon and IBM,” said Nick McQuire, an analyst at CCS Insight.

Smith acknowledged that other firms, especially Apple and Google, have also spent years doing important work on accessibility. He said Microsoft’s accessibility fund builds on the model of the company’s AI for Earth initiative, which launched last year to jumpstart projects combating climate change and other environmental problems.

The idea, Smith said, is to get more startups excited about building tools for people with disabilities — both for the social good and for their large market potential.

Other announcements at the Build conference include partnerships with drone company DJI and chipmaker Qualcomm. More than 6,000 people are registered to attend, most of them developers who build apps for Microsoft’s products.

Facebook had its F8 developers’ gathering last week. Google’s I/O conference begins Tuesday. Apple’s takes place in early June.

This is the second consecutive year that Microsoft has held its conference in Seattle, not far from its Redmond, Washington, headquarters.

‘Game-Changer’ Mobile App Aims to End Bangladesh Child Marriage

A new phone app could be a “game-changer” in the fight against child marriage in Bangladesh, where more than half of all girls are married before they are 18, children’s charity Plan International said on Monday.

The impoverished South Asian nation has one of the world’s highest rates of child marriage, according to UNICEF, despite laws that ban girls under 18 and men under 21 from marrying.

The mobile app being rolled out by Plan and the Bangladesh government aims to prevent it by allowing matchmakers, priests and officers who register marriages to verify the bride and groom’s ages through a digital database.

“If we could get the people involved in the initial stages of marriage on side as well, then there would be no one to solemnize, no one to register and no one to arrange a marriage for a child,” said Soumya Guha, a director at Plan Bangladesh.

“The app could be the game-changer that we need,” he said, adding that it stopped 3,750 underage marriages during a six-month trial.

Campaigners say girls who marry young often drop out of school and face a greater risk of rape, domestic abuse and forced pregnancies, which may put their lives in danger.

The app, which has an offline text messaging version for rural areas, gives the user access to a database that stores a unique identification number linked to the three documents.

When one of the numbers is entered, it shows “proceed” if the person is of legal age and a red “warning!” if not.

All marriages in Bangladesh must be legally registered within 30 days of the ceremony, but many are not.

A hard copy of a birth certificate, school leaving document or national identity card works as age proof, but often parents who want to marry off their children often forge them.

The charity is training 100,000 officiants about the ill effects of child marriage and how to use the app, which it hopes to roll out nationally by August.

“I believe this app will help us achieve the commitment by our honorable prime minister to eliminate child marriage before 2041,” Muhammad Abdul Halim, a director general at the prime minister’s office, told the Thomson Reuters Foundation.

However, Supreme Court lawyer Sara Hossain said more needed to be done to educate girls about their right to consent and plug legal loopholes.

“People might just avoid the registration because it is not required for validity of marriage and there is only a minor penalty for not registering. It’s not a big thing,” Hossain told the Thomson Reuters Foundation.

“We would be mistaken to think that something like this will be a magic bullet solution.”

Rights Groups Seek Help Keeping Messaging Apps ‘Disguised’

Digital civil rights groups are writing to Congress next week to ask for help persuading internet giants Google and Amazon to reverse decisions they made that will make it harder for people to get around censorship controls worldwide.

At issue is the ongoing cat-and-mouse game between governments, such as Russia, Iran and China, and internet and messaging communications technology like Telegram and Signal, which are used to communicate outside of censors’ oversight.

In this case, encrypted messaging apps, such as Telegram and Signal, have been using a digital disguise known as “domain fronting.”

​Disguising the final destination

As the encrypted message moves through networks, it appears to be going to an innocuous destination, such as google.com by routing through a Google server, rather than its true destination.

If a government acts against the domain google.com, it conceivably shuts down access to all services offered by the internet giant for everyone in the country.

Russia crackdown

Russia did just that in mid-April when it sought to crack down on Telegram.

But hackers can also use this disguise to mask malware, according to ZDNet. 

In recent weeks, first Google and then Amazon Web Services said they would close the loopholes that allowed apps to use the disguise.

“No customer ever wants to find that someone else is masquerading as their innocent, ordinary domain,” said Amazon in a press release announcing better domain protections. Neither Google or Amazon responded for a request to comment.

Companies vote against being a disguise

Matthew Rosenfield, a co-author of the Signal protocol, said that “the idea behind domain fronting was that to block a single site, you’d have to block the rest of the internet as well. In the end, the rest of the internet didn’t like that plan.” 

Amazon sent Signal an email telling it that its use of circumvention was against Amazon’s terms of service. In Middle East countries, such as Egypt, Oman and Qatar, Signal disguised itself as Souq.com, Amazon’s Arabic e-commerce platform.

​Letter to Congress

The letter being sent to Congress will remind members of their stated support for encrypted communication tools and call on them to contact the technology giants to change their decision, according to sources.

Access Now, a digital-rights organization based in New York, identified about a dozen “human rights enabling technologies” that rely on domain fronting using Google.

Peter Micek, general counsel of Access Now, said in a statement that Google and Amazon have an obligation “to meet their human rights responsibilities and protect users at risk.”

“The market leaders that have the resources to fight for human rights must be just that — leaders,” he said.

Tesla’s Musk Calls Wall Street Snub ‘Foolish’ but Defends His Behavior

Tesla Inc Chief Executive Officer Elon Musk acknowledged on Friday that it was “foolish” of him to snub analysts on a conference call earlier in the week, but further needled Wall Street with a series of accusatory tweets.

In a post-earnings call on Wednesday, Musk refused to answer questions from analysts on the electric vehicle maker’s capital requirements, saying “boring, bonehead questions are not cool,” before turning questions over to a little known investor who runs HyperChange, a YouTube investment channel.

The outspoken performance shocked many analysts, sparked a fall in Tesla’s share price and led some to question whether Musk’s behavior could risk the company’s ability to raise capital.

In early-morning tweets on Friday, Musk said the two analysts he cut off — RBC Capital Markets’ Joseph Spak and Bernstein’s Toni Sacconaghi — “were trying to justify their Tesla short thesis.”

‘Shorting’ means they were betting the stock would fall, but the two have ‘hold’ or ‘neutral’ ratings on the stock, according to Thomson Reuters data. “I should have answered their questions live. It was foolish of me to ignore them,” Musk tweeted.

The two analysts were not immediately available for a comment.

The spat comes at a crunch time for Tesla, when it is struggling to ramp up production of its Model 3 sedan, on which its profitability depends. It is trying to build 5,000 of the vehicles per week by the end of June and overcome manufacturing hurdles that have delayed its rollout.

Although Musk has insisted the company neither needs nor wants new funding, many believe the company will seek to raise more capital by the end of 2018.

Tesla’s stock recovered a little on Friday, up 2.4 percent at $291 in early afternoon trade. But short sellers, who shorted nearly 400,000 shares on Thursday, doubled that amount on Friday, according to financial analytics firm S3 Partners.

“Musk’s meltdown will change Tesla’s ability to raise capital when he needs it with a sector of investors,” said Eric Schiffer, chief executive of the Patriarch Organization, a Los Angeles-based private-equity firm.

“At this critical point, he needs to reinforce confidence, not raise a narrative of him as unstable and whose rational side is lost in space,” said Schiffer, who does not hold Tesla shares.

Jefferies analyst Philippe Houchois said the underlying business fundamentals were more important in any capital raise, although “management credibility” was also a factor.

“That has an impact but it’s not something that will prevent them from raising capital,” Houchois said.

Nord LB analyst Frank Schwope said that Musk’s refusal to answer questions or receive criticism was “not very clever” but added that his ability to find new money was still intact.

‘Dry’ questions

The questions Musk cut short on Wednesday related to Model 3 reservations and capital requirements.

“The ‘dry’ questions were not asked by investors, but rather by two sell-side analysts who were trying to justify their Tesla short thesis. They are actually on the opposite side of investors,” Musk tweeted on Friday.

“HyperChange represented actual investors, so I switched to them,” he wrote. On the call, he devoted 23 minutes to 25-year-old Tesla investor, Galileo Russell, who runs HyperChange TV.

At least three brokerages cut price targets on the stock following the call.

Sacconaghi, one of the rebuffed analysts, wrote: “We do worry that such theatrics will unnecessarily undermine investor confidence in Tesla’s outlook.”

Sacconaghi has a price target of $265 on Tesla’s stock and Spak lowered his target to $280 from $305 on Thursday. Tesla’s median Wall Street price target is $317.
